Retrenchment in Europe persisted as defence ministries continued to grapple with economic crisis that arrived in mid 2007 with the cancellation and deferring of programmes and scaled-back deployments. However in 2010, the precise nature of the programme cuts began to emerge, painting a bleak picture for the continent’s militaries.
Despite this, there was also positive change. The NATO summit in November, for example, sought to ‘reset’ relations with Russia. It remains to be seen which trends prove the most enduring.
